There actually was a reason for Bill and Sam’s intimate scene. If you watched the second season you would have known that Bill gave Sam some of his blood so Sam could heal from being stabbed. When you consume a vampires blood you become sexually attracted to them more (same happened with Sookie when she drank Eric’s blood) so that scene was showing that attraction to Bill that Sam has since he drank Bill’s blood. I also believe that this scene is foreshadowing for later in the episode.

Uhm, I beg to differ about Sookie being "wholesome". No wholesome girl (or even "unwholesome" ones) would resort to touching themselves in public. Sookie did this in front of Bill's house in season 1. And True Blood is softporn, both for men and women.
